Operational Analysis: What is it and Why do you need it?
Mr. de Lucio will be discussing the role of Operational Analysis (OA) Reviews in comparing the performance of IT systems to established baselines. The OA Review measures ongoing performance of Management-In-Use investments against established cost, schedule, and performance goals. It should also include a review of related enterprise management issues such as risk, information security, harmonization with the EA transition strategy, and any updates to the agency’s strategic plans/objectives. This presentation will be of particular interest to capital planners in the federal government who are tracking performance of investment portfolios within their agencies.

Mr. de Lucio has over 23 years of experience assisting organizations improve their operations, and developing and executing business strategies. He is an experienced management consultant with clients at the executive and senior levels. He has extensive experience supporting various federal agencies, Fortune 50 business & IT executives, and non-profit organizations. Mr. de Lucio has led multiple Operational Analysis assessments, managed many Business Process Re-engineering efforts, developed approaches for creating Business Cases that focus on strategy alignment, and established Program and Portfolio Management frameworks. In addition, he has managed a multi-million dollar portfolio of initiatives. Mr. de Lucio holds a BA in Economics form the University of Maryland and an MBA in Operations Analysis from the Kogod School of Business at the American University.
