Gustavo Limon, Chief Technology Officer  for the National Weather Service’s Office of the Chief Information Officer, will speak on February 23, 2009 on the people side of successful projects, focusing on the skills needed to build successful teams. His presentation, based on the Executive Core Qualification (ECQ) criteria which include Building Coalitions, Leading Change and Leading People, will enable participants to gain a better understanding of how Project Management and Executive Core Qualifications go hand in hand.

Gustavo Limon

Mr. Limon holds an MS in applied computer science for neural networks and genetic algorithms, and a BS in computer science from the University of Maryland. He is a certified Project Management Professional (PMP) through the Project Management Institute, and has earned a Certificate of Completion from the USDA Graduate School's Executive Potential Program. During his 11 years of public service, he has served as Senior IT Project Manager for Systems Integration and PM for document/records management and advanced information management. His work has focused on emerging technologies, data architecture, data center management, technology infusion, and deployment of enterprise solutions. He has been detailed to NASA's Office of External Relations, and was granted the status of US Speaker and Specialist on Human Rights by the US State Department.

Mr. Limon is currently employed by the National Weather Service as the Chief Technology Officer within the Office of the Chief Information Officer. He is responsible for facilitating the infusion of new technologies, leading efforts to sustain technological growth, maintaining an expert understanding of both public and private technology trends, and developing enhanced strategies for multi-lateral communication processes. He is also transitioning into the NWS GEOSS Lead, facilitating the advancement of enterprise architecture and the development of the NWS S&T Roadmap and Master Dissemination Plan. Mr. Limon chairs the Committee for Organizational Efficiency, and is a member of multiple NWS and NOAA committees. He is currently developing conceptual frameworks for the integration of SDLC into the enterprise architecture through the use of ITIL and project management. He is also working on strategies for EA segment development to overcome obstacles in government collaboration, and is defining the future technology trends and impacts to NWS.
