L2 Cyber Solutions is hiring an IT Project and Services Manager to support on-premise and cloud environment-based projects and services for the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) Chief Information Office (CIO). The IT Project and Services Manager will lead IT projects through all phases (initiation through closing). Additionally, this role will assist a Federal System Owner (SO) with managing the FISMA system boundary and its related services.


The ideal candidate will establish project requirements, priorities, and deadlines to ensure that projects are completed in accordance with all technology risk, architecture, and other relevant enterprise-wide guidelines, while assisting and coordinating all infrastructure technology resources across one or more projects. The IT Project and Services Manager must be able to understand, utilize, and effectively communicate technical components of various initiatives to senior management. This is a hybrid-type role that incorporates direct project management/support, IT service management, and advisory management consulting. 


Responsibilities include, but are not limited to:

  • Directly manage and contribute to simultaneous projects of moderate to large complexity
  • Support projects and services that leverage both traditional and agile methodologies
  • Ability to gather requirements from stakeholders and translate into user stories and features/enabling epics 
  • Perform detailed project planning and drive execution according to created plans
  • Create schedules based upon approved requirements, cost estimates, and prioritization
  • Develop accurate time, budget, and management reporting across various projects and services
  • Perform overall project management issue tracking and risk management, including risk analysis and mitigation
  • Identify, report, and mitigate project/service obstacles/blockers
  • Coordinate with other program managers and resources to identify cross-program dependencies and resource constraints
  • Ensure teams create and maintain the appropriate project and program artifacts/records, including meeting notes - ability and willingness to directly develop project documents is required
  • Prepare and communicate accurate project status and reports to stakeholders
  • Draft business cases and project proposals, and brief those documents to senior stakeholders
  • Develop service level agreements and standard operating procedures for a variety of administrative services
  • Provide management consulting expertise to a variety of stakeholders, lead and/or assist IT governance framework and process development, and ensure process standards are being met


Required/Preferred Knowledge and Skills:

  • Bachelor's degree in an IT related field, or relevant experience  
  • 5-10 years of related work experience
  • Highly proficient in MS Office and Google Workspaces  
  • Highly proficient in the Atlassian tool suite
  • Proficiency in Smartsheet is preferred 
  • Experience with Scaled Agile Framework (SAFe) is preferred  
  • Proficient in time reporting, scheduling, and project management principles
  • Possess organizational proficiency to multi-task and work in a fast-paced environment under limited supervision
  • Strong problem solving skills
  • Excellent written and verbal communication skills
  • Excellent business presentation skills
  • Project management certification required (PMP preferred)
  • IT management certification required (ITIL preferred)
  • Cloud certification preferred (AWS preferred)
  • IT security certification nice to have (CISSP, CCSP, GSEC, etc) 
  • Former government agency experience is preferred
  • Knowledge of FISMA, NIST standards, and FedRAMP is preferred


Additional Information: 

  • Must have or be able to pass a US Government background investigation
  • Must be a U.S. citizen
  • While COVID-19 has temporarily moved staff to remote working conditions, we anticipate this position will primarily work from the client office in Silver Spring, MD post-COVID-19 (anticipate at least 1 day/week of remote work)
  • Minimal (if any) travel is anticipated, and would be localized to the DMV metro area
  • Preferred start date is ASAP
